Do plugs and wires now. You wont imagine how much of a difference it can make. I ran a 13.6@103, which is crap, all because my plugs and wires are shot. Just for knowledge, I have a LT1 with a baby cam and exhaust. It should be a high-mid 12 second car as it is.
Nothing really free on these cars as far as I know. Start with the basic's, CAI, Exhaust, Longtubes. Dont get shorty's, they're pretty much useless. Texas Speed and Performance has a deal right now, $400 for coated pacesetters.

and for a first timer, i say give yourself 8hrs to do a tuneup with wires.
el tee juans are not the easiest to tune up....
for reference, bone stock except for an exhaust with 245/55/16 all-weather cooper cobra tires (crap) i ran a 13.9 @ 104 with a 2.3 60'. my first mods would be a cutout and some drag radials. if it is an auto get a stall. Longtubes will free up ~40hp.
hmm some LT1 stuff off the top of my head...
dont get a ported Mass Air Flow meter. it will cause a shitload of problems.
if youre replacing the plugs/wires, jack the ass end of the car up and lay across the motor. you wont get all of them from up top but you will get some. a ratcheting wrench from sears will make this a lot easier.
also if youre going to replace those wires, make sure and tie them as far away from the manifolds as possible so they dont burn up. also use dielectrode grease in the wire boots to ensure they have a good connection.
the EGR system takes/gains no horsepower from the motor, neither does the AIR system. both just take up space. so realize if you go through the trouble of removing them while keeping the stock manifolds youre not really getting anything out of it.
DONT GET THE MOTOR WET. the distributors on LT1s are pieces of crap and arent exactly easy to get to. they sit behind the water pump on the block if that gives you any idea how fun they are to replace.
i guess thats about all i have, tell your friend he got a nice car and to not be afraid of those slow ass LS1s. theyre really just a bunch of turds
