It's not illegal becuase it's straight when standing (because it's spring loaded) and tilts back when air is pushing it.

I've made one before, took 2 hours of my Sunday. I sold it to a friend after I got a bumper with shaved front license plate holes and none of my cars need front tags anymore. I'll try to find the schematics I made. It's really not that hard though.
