Clearing the headlights
I just cleared my headlights today by removing the amber reflectors. It was a PITA, but it was worth it. However, I didn't think of the legal consequences
Has anyone done this mod and had problems with cops? I hear that it is illegal in some states. Also, should I be worried about it for the state inspection?

With my 7th gen Civic, I had completely cleared headlights in it for awhile and I didn't have any issues at all. You may want to get an amber bulb for the turn signals though as I think state code says they need to be amber ...

What about the lights that are clear but blink amber? Would that work? Well, I guess I could take those out come inspection time.

I cleared mine before I got inspected and I was fine. DC/DC is right. They have chrome bulbs that blink amber and IMO that looks a lot better than the stock amber ones.
