how can you prove an engine ot tranny is stolen? they all have the same engine codes, or are cops just eve stupider in CA?

I'm pretty sure engines and transmission have serial numbers that correspond with the VIN number.

Why do you think people that collect old cars are always talking about a "numbers matching" car? :)

So, instead of giving them back to the owners that reported them stolen, or the insurance companies that had to file the claim, they crush them?

This isn't about money for the government, this is about sending a clear message and trying to deter people. Sure, I guess they could sell the parts that were worth something, but that takes away from the impact of what they're trying to say. Plus, the liability involved with gov't selling used performance parts is another facet..
