it measures the amount of light that can pass through the tint. if it's 0%, you'll have a hell of a time seeing in and out IF you can at all... 100% would be clear, hence you obviously wouldn't go to the tint shop and request a "100% tint job"...

i didn't know they had tint under 5%?? dang i would have had 2% all around if i knew that. oh well 5% all around and a 6 inch strip of 5% on the top of the windshield. no tickets YET

When i got my ticket, it was 13 all around, i had to pay 90 dollars. I removed the front tint, and kept the back. Now I pass that same cop almost every day and now he doesnt pull me. So maybe he just felt like being a dick.
