Who Welds Titanium?
Titanium needs to be welded in an inert environment for decent weld quality, that's why its not too widespread. Shops that are set up to do it are usually military or aerospace contractors. There is a mahine shop that we used to use sometimes for aluminum welding, they might do Ti also because they do a lot of work for Langley AFB. They're very close to Langley, can't remember the name though.
If you can't find a place and you can weld yourself, you can always do it on your own. Make a tub, or something deep. Go into a room with not a lot of air movement, then blow (slowly) argon into the tub. Argon is heavier, and will displace all of the air out, allowing you to weld.
