When you say "tracking" are you referring to a road course?
If you must get it done, contact All Aspects Motorsports in Chesapeake at 547-2888. They are very familiar in sorting race cars.
As far as the safety issue, no you do not want a harness without a fixed back race seat and some sort of roll-over protection. Don't waste your time with 3 or 4 point harnesses. You need and want something with a sub strap that comes in a 5 or 6 point belt. Since he has spent this much on the car recommend him getting a proper race seat and at least a roll-bar.
