I would consider what your friend is talking about to be road racing. Drag racing is testing a car's straight line acceleration against another cars...so whether you do it on the street, strip, parking lot, or whatever it's a drag race..

If you race on the street it's street racing, because it's on a street, unless of course you want to call it Boulevard, Avenue, Lane, etc. racing. Drag racing is on a drag strip nowhere else.
