did the carb cleaner, new plugs, wires, coilpack, new intake manifold gasket, new throttle body gaskets and spacer.

Get some of that shit they use to check for vacuum leaks.. I cant think of what it is right now.. spray it all over

It could be an idle air control valve or something. I dont know how neons work
