The day Claire Cucchiari-Loring was shot to death, she obtained a protective order against her killer.

The 22-year-old Old Dominion University student went to police after her ex-boyfriend, Robert Jerrell Williams, 26, held her for 15 hours in his Norfolk apartment, showed her a gun and threatened to kill her, according to her petition.

Her stepfather said the protective order was issued about noon Friday. Norfolk police received it about 5 p.m. but were never able to serve it, said Officer Chris Amos, a department spokesman.

Less than four hours later, about 8:40 p.m. Friday, Williams confronted Cucchiari-Loring when she was leaving a restaurant near Greenbrier Mall in Chesapeake. He pulled out a 9 mm handgun, exchanged a few words with Cucchiari-Loring, and shot her twice. Then, with several people watching, he shot himself.

He died in the parking lot.

Cucchiari-Loring was taken to Chesapeake General Hospital, less than four miles away and died shortly after.

Protective orders carry the threat of arrest and jail time, but if someone is willing to kill himself, “an arrest isn’t much of a deterrent,” Amos said.

Two weeks ago, Cucchiari-Loring had ended the couple’s five-year relationship and moved back home, said Bob Benjamin, her stepfather.

In her petition for the order, Cucchiari-Loring said that on the night of Dec. 6, Williams had shown her a gun in his apartment and threatened to kill her and himself. He wouldn’t let her leave the apartment from 10 p.m. Wednesday until about 1 p.m. Thursday , her petition says.

Cucchiari-Loring reported the incident to police about 7 p.m. Thursday, but she didn’t want Williams prosecuted, Amos said. She asked about a protective order instead.

Police can arrest a suspect of domestic abuse without the victim’s cooperation if they can determine that physical violence occurred, Amos said. In Cucchiari-Loring’s case, though, all they could do was tell her what options, such as the protective order, she had.

Norfolk police have nine squad cars assigned to serve warrants and protective orders – one for each sector in the city, Amos said. Those officers must serve the papers while taking regular police calls, and Friday nights are busy, Amos said. Protective orders jump to the top of the list of papers to serve, but it would be tough to serve one within a few hours on a busy night, he said.

Officers often receive reports of abuse from women who don’t wish to prosecute, Amos said.

“It’s frustrating,” he said.

Carolyn McPherson, executive director of Samaritan House in Virginia Beach, said domestic violence is about power and control in an intimate relationship.

“Unfortunately, we see the violence escalate when the woman has said, 'I’m leaving and I want it to stop,’” McPherson said.

Got any pictures of the killers face? I couldnt find any. I dont remember Rob`s last name.

his last name is williams and im pretty sure middle initial is J i used to work with him
but then again williams is a very common name so is robert.
