First start with some land, a bunch of buildings, a long straight stretch of road, a couple of colored lights.

I work for a surveying company that does a lot of civil engineering and site design in this area. Your going to need a site plan approved by the city before you can even begin some of this construction. I can help you guys with the layout plan and your submittal to the city for approval.
