haha I've had something similar happen to me before in Nova. 2 cops in one car pulled up to me at a stoplight and just stared at my car for a couple minutes. Then one of the guys gave me a thumbs up when they drove off. I've determined that red car + loud exhuast = cop magnet.
Even if you did race him.. couldn't that be considered entrapment?
I mean, the way I look at it if.. without the government there would be no crime, then that is entrapment. And without him hassling you to initiate a race there would be no violation on your part (if you raced him).

That said, the car he was driving has 150hp. He's gonna have a hard time writing tickets for racing if he loses all the time

In jurisprudence, entrapment is a legal defense by which a defendant may argue that he or she should not be held criminally liable for actions which broke the law, because they were induced (or entrapped) by the police to commit said acts. For the defense to be successful, the defendant must demonstrate that the police induced an otherwise unwilling person to commit a crime.
I wouldn't see it as being "unwilling".
It was an officer in a personal car, nothing would have happened.
