The rules are posted on some website. From what I have read the QR cars are allowed. THe cars that are not allowed are the SR20 P10-11 cars. There are a couple people on the east coast trying to get a east coast series going. They are debating rules and stuff. My car may become a se-r cup car one day. They have a turbo/ve class as well. Go to the NASA Racing website and search out the links.

There have been some discussions about it at www.sr20deforum.com in the road race forum. You should be able to find more info there.
