nothing is really needed just $20.00, drivers license (unless you have parental consent), and a safe car i.e. tied down battery, tight lug nuts, etc.

You need to be 18 years of age. IF you are not, then you need parental consent. During a tech inspections they check your battery(not flopping around) all four wheels for loose lugnuts, bearing play, or any other suspension noise, they check to see if your brake pedal holds pressure, that your gas pedal has a return spring, and that your car doesnt have any major leaks. Other than that like GNUsnowboarder said, 20$, and an empty car(no sub boxes flopping around)

there are test and tunes about twice a year. no telling when they are. your best bet is to come out to an event. run 4 runs for 20$ and bring some extra cash for fun runs. normally about 5$ for 3 runs. check out autocross.us for more info

Theyre not too strict on that, I raced when I was 17.

No they are very strict on the waver being signed for 16 and 17 year olds!!!

It is a big liability if that is not properly signed.

Well then perhaps they should pay more attention. I was under 18 and signed everything without a question of my age.
