Default wire tucking guru's, i need your help

I just purchased a 2000 hatch shell yesterday( no motor/dash is the only interior) and have started going through it today, and found the fuse box( the one that belongs under the hood) tucked into the space where the passanger side air bag belongs.

I have no wire tucking experience and was wondering if someone could explain why it would be put under the dash in it's current location and explain what i need to do to finish it?

I will also be doing a power window/mirror/door lock conversion and was wondering if i need to change out the fuse box from my si to make everything work.

dak touches for anyone who helps.

tucking it where the air bag just makes it easier to get too. also the fuse panel should be the same also. just need to add some fuses maybe.
