You shouldn't have to use the adjuster like that. You have a problem somewhere. Did you replace the flywheel also?

the last two cable driven cars ive gotten both had the clutch all the way to the ground. i dont know why people like to drive that way. usually causes some premature wear and damage

Only if the clutch isn't releasing or engaging all the way. It doesn't matter where the pedal is adjusted as long as the clutch works properly.

Maybe that's not the right flywheel that you got, and the step spec is wrong or something like that, or maybe it's the wrong clutch for that flywheel.. Were you gentle on the clutch and did you follow proper break-in? I have no idea what the clutch and flywheel parts interchangeability is for those years, I've never really played with the older non-VTEC stuff.
If you didn't get the flywheel resurfaced, you might have a compatibility problem with the layer of friction material already embedded in the flywheel and the new friction material.

Not unless the throwout bearing is not sliding properly. Did you replace that along with the rest of the things, and did you grease the shaft, fork, etc?
EDIT: Nevermind, the fork should make it move in both directions.. So unless something isn't returning to the proper location, the throwout bearing shouldn't be a problem.
