EDIT: motor is out of an Integra. B18b1.
What is this thing? plugged in right under the distrubuter. there was also one on the backside of the motor.
Also, is the white stuff on the ends of the spark wires bad?? its on all four and it wipes right off with my finger.

White powder residue is from arcing in that location (top of the spark plug) which may have been caused if any crap was placed on top of the plugs. If it were just a few, I'd recommend checking the spark plug gap, but those look like worn out wires. Time to upgrade them.
The first one you circled is a sensor, not sure which because you didn't state of which type of vehicle you were taking a picture.

Water temp gauge sensor.
The sensor on the backside of the engine is the oil pressure sender.
Arcing at the plugs can cause the powder residue.
