What kind of symptoms do you have when you have a Vacuum Leak on a turbo car?

Depends on how bad the leak is. A small leak often won't have enough flow to affect anything unless it's at idle, etc. If the leak is in a hose going to the wastegate, it can easily affect something because the leak will usually be fairly large compared to the small size of the hose.

So what I'm trying to say is that it depends on where the leak is and how bad it is, and under what conditions..

It happens when the car is warmed up. If I try to drive normal in stop and go trafiic at 2k-3k the rpms drop and jump back causing the car to jerk.

May be a bad ECU. I've had something similar happen and have had it happen to friends too. One thing me and my friends had in common was when in 5th gear at highway cruising speed, if you punch your foot on the accelerator and it stutters/stumbles, it's probably the ECU.

Don't know what kind of car you have, but this has been the case on Hondas for me.

No Boost limiter on chip and the rev limiter is at 8200. Is there a way i can test the ECU to see if its bad (without having to buy a new or used ecu? And yes its a honda.

Usually if the ecu is bad you will have a solid cel.

None that I know of. I've been fortunate enough to have friends with the same car. I just borrowed their ECU and took a quick test drive to see if the issue persisted. This may be a little more difficult in your case as the motor isn't stock and requires a chipped ECU to operate properly.

It may or may not. Correct me if I'm wrong, but it is the ECU that illuminates the CEL for any errors in the first place. If the ECU does not know that it, itself, is malfunctioning, it won't throw a check engine light.
