Cool Turning center section of turbo

Ok i have done this before and it wasn't this much of a pain in the ass!! I am trying to spin the center of my turbo for the oil inlet and return to line up right. I loosened the bolts on the turbine side and have been soaking it in PB blaster for about 2 days now and the damn thing wont budge!!!! I only need it to turn about 90 degrees and its pissing me off. Am i forgetting somthing here? Please let me know if i am.
