Soapy water. Wipe it up there.

Use a terry cloth to take it off.

I lurv invisible glass, works great. Use with newspaper or terrycloth...

Soapy water works, but it can get a bit streaky sometimes.

In talking with someone who does tint for a living:

Ivory dish soap and water. It's what they use to install the tint. And it's basically guaranteed not to discolor, harm, or screw up the tint in any way. You should use a soft cotton towel. Never paper. Paper can scratch the tint. Make sure you spray the window down good, and use a very light pressure, especially the first time. You should then turn the towel, and wipe to a streak-free shine.
