timing belt tightening?

timing belt tightening?
i think my timing belt, with common sence, is a bit loose, if not alot. there is a considerable amount of play in it and when the car is running it flaps quite a bit, estimate its flapping about a inch and a half or so. so 1, is this normal and two how do i adjust the tension on it. what tools and what is the technique. the other thing is there is a pretty loud rattling sound in the engine bay of my car, ive checked every damn thing. It happens when my car is around 3 grand rpm. this one guy took a quick look at it and listened and i told him the same, and he said it sounds like its coming from the bolt that adjusts the tension on the timing belt. Thus, coralating, if that is spelled right, my question on the timing belt. Any helpfull tips, info will be quite helpfull. thank you guys.

morning bump, oh and dont pm me about if you want me to do it itll cost you .......$. i didnt ask someone to do it, i was asking for help and any tips. ive done my fair share of shareing information.

Make sure the #1 piston is tope dead center(arrows on both cam gears are pointing up) Take out the rubber plug and see if the tesioner bolt is there. ( if not have fun taking off your crank pully driver side motor mount and lower timing belt cover to get it back on) If it's there lossen it and turn your crank counterclockwise so that your cam gears move 3 teeth. Then tighen up your tensioner bolt.
