Default Thermostat or Water Pump?

Alright so my integra started over heating the other day. It isnt a fan, hose, or radiator no leaks or cracks in the hoses or slits. When i was driving it though and it started over heating tried turning the heat on and it did nothing; however my a/c would not blow cold. Any body who has gone through this or has a fair amount of knowledge please comment.

Let the car run for a minutes and touch the top hose and lower hose. If they fell about the same temp it's not the thermostat.

But if one is hot and the other is cool then it probably is the thermostat.

Let the car get good and hot and then remove the radiator cap.
