Prelude 4th gen vent blows hot
Vent blows hot in any position or recirculate. I watched the heater control valve move on the firewall. Maybe the valve is broken? U can fell heat on the vents with the blower off.

The temperature control (Hot/Cold) on the HVAC panel is cable controlled and can become worn. Had the same problem on my 4th gen. Get in the floorboard on the passenger side and see where the cable connects to the blend door, underneath the dash and document holder. Then move the temperature control back and forth from hot to cold and see if the cable is pulling or closing the blend door.
Mine wasn't and was stuck in the middle position. I manually closed/opened it and got cold ac and hot heat. It's a quick, easy check.

This cable is connected to a "valve" on the inside of the car, not in the engine bay. The cable is almost identical, just goes to a different destination.

dude what? heater valve? blend valve? no such things. your blendoor is stuck in heat position. like the guy said before check the cable from the climate control if its fine something may have broken off the actual door inside the housing.
