Default New Car, New Problems

Ok so first off, I just bought an ED6 89 Civic DX with a B16 swap in it. First problem I face is that at about 30 minutes of holding 60+ MPH the car will Slightly bog down, now as I increase pressure on the accelerator, It feels like Im hitting VTEC and the car will take off. problem is, when this situation occurs, I can keep a constant speed due to the fact that I have to speed up then slow down again. I thought maybe it had something to do with the VTEC. But my car hits VTEC around 7000 RPM's and in fifth gear at around 60 MPH I am Running about 4 grand. anybody have any suggestions?

Next, I am about to do my first oil change on this car, I stroll into advanced, grab a filter for an 89 civic, go to the counter and remember... Shit! It has a swap. My next questions is what oil filter do I get for this swapped motor? See attached picture.

The intake manifold on that motor is a GSR manifold. Are you sure it's a B16?

.... Yeah that looks like a GSR head unless manifold was changed out.. Look where the tranny bolts to the block and u should see it either stamped b16 or b18c...

Btw you get the oil filter for whatever block you have.. in this case a b16 filter..

I see you say VTEC is set at 7000 RPMs.

Why?
and
How? (VAFC/chipped ecu/ect?)
