Re: name these rods and what application
They are Eagle 5430 Rods. Based on the end designation, they are an older rod from them. They are 5.430 in, B18C/C5 series rods.
And, they may also be a part of a kit, as opposed to not being the current design. A3D is the end designation of the current design.
Another good possibility, is they are of a different manufacture. But, the 5430 designation is length, and that is the B18C series length.

Re: name these rods and what application
Can you give a better close-up of the opposite of the 5430 side of the rod?
If they aren't Eagle, the bolts tend to lead to the conclusion they were manufactured by Eagle. The CHC designation isn't familiar to me, but I haven't been building Honda's that long either.
I would also check to see what other applications might use a 5.430 length connecting rod, to see if any other match up.

Re: name these rods and what application
Okay. So it's a 0 designation.
It's got Eagle/ARP bolts. 1.5 if I read it correctly. Probably a 3/8 bolt. Fairly standard for an Eagle rod. I'm wondering if the designation is from a stroker kit, or manufacturing for another manufacturer.
Am a bit more curious about the other side, as there appears to be a stamping in it.

1.771" Journal, .858" Width, .827" Pin For GSR
Check those measurements and you'll have your answer
5430 is NOT the steel, its the product number.
