Legality of guage cluster swap?

What hoops do you have to jump through to get a swapped guage cluster to pass inspection or be legal? I know the odometer will be wrong, so what's the trick to keep the car legit? I know you can sometimes roll back/forward the odo, but that's a little extreme..
It's a del sol by the way, I think they have a little different guage cluster than a regular EG..
The factory manual makes it look like just the speedo/odo can be swapped, has anyone taken the guage cluster totally apart and done this?

easy, find a cluster with more miles than your last inspection and make sure is is higher than the last time anybody "official" looked at it

You can put any milage guage cluster you want in your car. But you have to have a sticker of what your accual milage was before you swapped it and the milage of the new guage cluster on the sticker, go to any dealership and ask them for the that particular sticker i know most dealerships have them. It goes in your door jam. That is the only way to legaly swap clusters with differant milages.

Perfect, that sounds easy enough.
I'm going to try to disassemble and keep the original speedo and odo but I need a backup plan in case that doesn't work..
Thanks for the help...

Of course the JDM speedo that reads in metric would be pretty cool.
Does that mean the JDM odo reads in KM instead of miles?

Most delearships now are moving towards sending the gauge cluster out and having the mileage set in them. Some dealerships quit using the stickers all together now.
