Default idling problem. Pleae help

Name: JT

i have a 96 civic with a OBD1 GSR. i have a crazy idling problem. the car will run fine holdng arround 700 untill there is a elctrical load like my fans cutting on or turning on y blower fan. then it will begin to drop to 100 all the way to 1000 and fluxuate up and down upand down. it also does this under vaccum load like applying the brakes.

i have replaced both iac valve and map sensor. neeith has fixed it. i thought it was th altnator or bad cell in the batteery but i did a charging system check and it came back fine.

i have no clue what it could be if anyone has any suggestions please feel free.

Do you have a gauge to show how much vaccum you're pulling before the problem, and during the problem?

check tps sensor position, i had exact same problem on my gsr, theres a certain angle your supposed to put the tps sensor becuz theres a little needle on the bottom of the sensor that goes on a certain spot on the TB, it goes between the two bars, youll see them
