how many miles on the car itself? because the fuel relay could be bad. borrow from someone else's civic or integra and try it out.

Why would the fuel relay be bad? It wouldn't run at all if it was.. Relays either work or they don't, whether that means they're intermittent or not.

A vacuum line will usually affect drive-ability, basically it would cause a problem over a much bigger range than idle.

Does the engine have a lightened flywheel? Sometimes that can cause idle problems, because the ECU is trying to regulate idle on an engine that responds faster than the ECU is calibrated for.

It could also be something really simple, like a coolant temp sensor, MAP sensor, TPS sensor. Without knowing more about how the engine is running over the rest of the load/RPM range, it's hard to actually draw any conclusions.

You're right, in most cases. But, I've seen some scenarios where the vacuum line to rear of the intake manifold is disconnected, which causes a weird idle, usually surging, but wont kill the car.
