GSR idle problem

Default GSR idle problem

I have a 00 GSR with a 98 GSR swap motor/tran that seems idle high(1400-1600RPM) after it about 5-8 minutes of driving. I'll start the car and it will do the normal jump to 1900RPM then it will go down to around 1000RPM in neutral. When I shift into first or at stop lights the car will drop to 800RPM for the first 5 minutes.
I checked for codes and got a 505 - Idle Air Control malfunction.

I pulled the IACV and clean the wire filter with brake cleaner. After I cleaned it, I ran a resistance check and the motor was within specs(12.5Ohms). I reinstalled the IACV and the code comes back and the car still idles high after it has warmed up.

Any thoughts or ideas? vacuum leak?

I know the car doesn't have FITV, so that's out of the question.

Could maybe be a vacuum line. But i wouldn't clean an IACV with brake cleaner. Not supposed to use anything with alcohol in it.
