He doesn't have to pass emmissions, but some people would prefer getting a hi flow cat over a test pipe for inspections. Its just easier to not have to swap it out to pass.

Didnt know they will reject you for a test pipe. It your shit leaks , then yeah . Hell , seems like everyone I know is running around without a cat. I thought (and was told) we dont have emission laws , So why fail you for emissions and it not be a law.
Easy solution , Gut the cat you have now . why spend the 300 bones for one .

Its illegal to not have emissions devices on your car. They don't check the levels of emissions you are putting out, just that you have a cat.
