Default Fuel Problem

I Have a 89 hatch with the stock motor. Sometimes when im driving the check engine light comes on and it idles real high then sometimes when i go to try and start the car the light comes on and the car wont start. If i leave it alone and come back later it starts right up with no problem. I took off the lines to the fuel filter and it doesnt get fuel when the check engine comes on. Im thinking a bad fuel relay? but im not sure.

there is no plug on your car thats for obd1 and up, you just have to pull up your passenger carpet and look through the little window on the ecu and count how many times the red led flashes after you turn the key to the on position
