i just got done installin my fogs. they are the ebay one's, but not bad light output. but the beam is set low .... so does any one know if they can be ajusted/ or is this the problem with every set??

The purpose of fog lights is not to shine the same beam pattern as headlights, but to get light underneath any fog you are driving through (because fog refracts light so badly that it will make your headlights useless) so you can see where the road is.

So to answer your question, don't adjust them.. they are probably working fine from what I can tell from your description.

there is an adjustment screw on the inside top corner of each fog light

Yeah, even at max adjustment they are low. But like someone posted above that is how they are intended. I don't know if the ebay's are this way but I had some on my old car and the projectors had a pretty sharp cut off.
