damage to strut tower?

Looking at buying this car, but concerned by what i found on strut tower. looked inside wheel well but didn't notice anything out of the normal. the stuff came off in one big heap, lol. what might this be?

Uhh. Somebody put some bondo on and did a really shitty job? Kind of hard to say for sure from just the pictures but that's what it looks like.

2 half ass jobs in the same picture (wire nuts wiring and crappy bond job). Yeah, you should keep looking.

You should know better. Look at both sides closely next time. The should be practically the same and the wiring should either be soldered or some good straight one piece connectors. Or OEM connector . . .
