Default D16 OBDII into D15 OBDI Help

I just finished swapping over a D16 SOHC OBDII motor into my 1995 Civic OBDI car. I used the OBDI Distributor from the D15, The wiring harness from the D15, & the ECU from the D15. I have a P28 ECU. I have tried to start the motor without hooking up the VTEC or the P28 ECU. The car will not turn over. I am getting spark and fuel. Must I install the VTEC in order for it to turn over? If so, does anyone know how to do this? I will the car start with the OBDI ECU? Any help would be appreciated.

I also need to know if someone can give me the firing order for the dizzy wires. I might have them installed incorrectly.

You can physically unplug the ECU and place it on the ground and the engine will still turn over. You have a wiring problem somewhere else, or you're missing a ground or something like that. You should be using the P28 though, but worry about getting the engine to turn over first because that has nothing to do with the ECU.

The engine is turning over but not firing. Sorry for the confusion. I am getting spark and fuel.

Oh, that's different then. Well, use the P28, but you'll get a CEL or two because VTEC isn't hooked up. If you have problems with the distributor wiring, you'll definitely have problems with the engine running at all, yes.

I am currently using the OBD1 Distributor off of the D15 motor. Do I have to rewire the Distributor? I am getting spark so looks like everything is working.

I also need help with wiring up the Vtec. Is there a guide on how to do this? I believe there are three wires for the Vtec.

If the distributor mechanically mounts to the engine you're putting in, you should be perfectly fine. Make sure that you don't have a timing problem from having the distributor rotated, and make sure that you have the plug wires in the correct order.

use the P28, and see if you're getting any CELs when you turn the key to "ON" or while you're trying to turn the engine over.

All you need for VTEC wiring to the ECU is the VTEC solenoid and the VTEC pressure switch. There should be tons of writeups all over the place and they'll do a much better job explaining than I would. That's my roundabout way of saying "Google it".
