Default cylinders flooded

what causes a motor to get flooded everytime during start up? This just started happening. I can't shut the car off because it won't cut back on due to the plugs getting flooded. Its a stock dseries motor with a stock ecu. I was told change the map and the ecu which I did and I'm still having the problem. I'm not getting any cels.

no it doesn't run fine....it feels like it looses power then gains it back while I'm driving...it runs real sluggish...yea the fuel pump comes on when I turn the key...

yea it comes on when I turn the car on...but as far as me checking it, when I jump the harness the light just stays on. It doesn't blink.
