Default Civic Motor question

Alright so, i bought a 95 civic with a blown motor.
And i've been trying to figure out how to fix it. Some people say the head is blown and some say the turbo seals are bad.
My check engine light is on so the computer in the car won't let the engine rev over 3.5k rpms.

I dont know what to do with it anymore
Anyone know a motor that would fit the car with no problems, and how much might it cost?

Sounds to me like the car is in limp mode, Check to see what the CELs are, the car goes into limp mode if there are 3 or more CELs on, but what motor is in the car?

You're definitely going to have to be more descriptive to get any decent help.
