Brake light on dash on?

Brake light on dash on?
Just bought 90 civic hatch and thr brake light is on theres fluid in the resivoir and vacuum lines look fine but brakes dont start working till bout 3/4 the way to the floor and the pads still have life left on them and was just curious is this a bad brake booster or is that lil diaphram thing thats inline with the brake booster line bad

If I remember, that light is an indicator for the emergency brake (in the on position) and for brake fluid level. So it could be the e-brake, or it could be a bad level sensor. I can't really remember the specifics of that car, it's been quite a while since I've had any desire to troubleshoot anything on a 1990 Civic.
