maybe your TPS is bad? I believe you have to get it tuned for it not to run rich.

throttle position sensor. Could be messed up and giving your computer false readings, making it constantly adjust the idle.

yes, if you order the tps for an integra. they are all the same, I believe. it's the black oval one on the TB. you will have to cut a slot in the two headless bolts (i forgot the technical name) and use a screw driver to get it off.
Are you throwing any codes (CELs)?
what ecu are you using? at least do you know obd1 or 2? - the wires that come through the fire wall, are those running straight into your ecu or is there a jumper wire. it also has the part number on the ecu that would be really helpful.

your problem deff sounds like a sensor. I have a em1 si that did this and it was the IAC. that's right next to the TPS on the back of the IM. So just unbolt it and clean it.
One last thought, how the o2 sensor. those can confuse ecu like none other.
Good luck figuring this out!

A TPS problem will make it run poorly over a much bigger range of load/RPM range, not just at idle.
