Depends on how far the weld goes in(inside the bolt hole) but your best bet is to carefully drill the bolt and use a easy-out.
Just use a smaller bit that won't kill the threads. Or take it to a machine shop.
Then find the dumbass who did that and beat the shit out of him with the crank pulley and make him eat the broken bolt.
P.S. be sure to use a LOT of force when kicking ass

god i love fucked up mechanics they all deserve to be shot in their dicks for causing other people headaches like this and thanks for the advice bro i really should but im in williamsburg hes in richmond and i have no car now.

haha ima drop the motor tomar just took off axes so just gotta take off mounts trans fram and ima just lower it out the bottom enought to try and easy out it tomar so it should be running right again tomar night prey for me people i need it with this damn ls i think it be easier to drop it out and drop a gsr in it

If the bolt broke in the crank, I don't think an easy out will do much. If it took more torque than the bolt could handle to break the bolt, and the bolt didn't come out, you'll have to apply more torque than that with the easy out. About the only thing you could do is drill out most of the bolt and collapse the rest into the hole you drilled. Not going to be fun any way you approach it though.
