Default 94 Prelude "loping idle"

My roommate has a 94 Prelude, just a non vtec 2.2l it has the infamous idle problem where the car revs up and down ... Apparently its not the idle air control valve, any other directions to go?

this sounds like a stuck or bad IACV... or TPS

i honestly dont think its bad, because it only does it when its cold, it could possibly be stuck, but when its warm outside or the engine is warm, then this dosnt happen, im pretty sure its a vaccume leak on the IM, it happens on both my 88 an 01 Prelude
