heres the pin-out, http://technet.ff-squad.com/wiring.obd1.htm . Try checking some grounds, check for power at the main relay too.

it cranks just fine but i don't get spark at any of the wires, i don't hear the fuel pump turn on, and i don't have any fuel at the fuel filter

But do you hear it click on when you turn the ignition key to start it? Also, have you ruled out that it may have a bad ECU or ECU fuse? No fuel and spark seems like trouble in the ECU side....just a consideration. Also, is it EX or dx?

no i havent ruled out an ecu yet.... but i don't have a tester ecu to check with.... i just got the ecu pinout last night and i havent pinned out the ecu to see if there is any problems with it yet.... and it is a dx 1.5L non-vtec
