see if you have a short.
bulb sockets may be bad.
test the wires to see if they are giving power.
check all fuses.
then...check bulbs again. gl

That narrows things down a bit. So either the headlights aren't getting power and the relay is, or the relay isn't getting power. Grab a multimeter and start tracking backwards from the headlights.
