Depends on what you're mean by kit.

If it's the entire front end, yes they are the same. If you just mean a bumper, then they are not.

A link to whatever you're talking about would help bundles.

the only thing different about the s13 240 and silvia is the front bumper headlights adn fenders, teh side skirts and rear will be the same, but the front clip is gonna be somthin different, go to bomexaero.com, they have kits for silvias and 240s, s14 240 and silvia are the same i believe

You obviously haven't looked very hard there are literally tons of companies that make kits.

Granted most of them cost a grip since they're JDM and importing them is expensive, ~300 just for shipping.

That question doesn't make any sense Bomex is a company that makes kits for Silvia's. I'm guessing you want a list of some others.

Here's what I dug up in a few minutes of searching, in no particular order (most if not all of these are in .jp):

http://www.bomexaero.com/prdns13su.htm
http://www.ab-flug.co.jp/abflug_shop...&page=1&max=15
http://www.c-west.co.jp/aero/s13/
http://www.aeropalace.co.jp/sports/silvia_s13.htm
http://www.do-luck.com/ni_sil_s13.html
http://www.veilside.com/veilsideusa/...san/s13ei.html
http://www.veilside.com/veilsideusa/...san/s13ci.html
http://www.bn-sports.co.jp/2door/s13_t1.html
http://www.bn-sports.co.jp/2door/s13_t2.html
http://www.abroad-limited-company.co...%83G%83A%83%8D
http://www.finalkonnexion.co.jp/silvia.htm
http://www.uras.co.jp/syohin/silvia.html#s13
http://www.t-and-e.co.jp/vertex.html#

That outta keep you busy for at least a few minutes. Mind you there are still a bunch more companies, I just don't care to look for them since I don't have a S13.
