yes, your car will pass with no front tag and should pass even if the rear wiper does not work and no, your car will not pass if there are any brake warning lights lit up
lowered suspension: you should not have any problems provided there is no part of the car dragging on the ground.
aftermarket cats: shouldn't have any problems there either, although that depends on how anal or knowlegeble the inspector is. Technically, they can fail you for aftermarket cats. But basically, if it looks stock and is in the stock location you should be ok.

lowered correctly, its legal. no clamps, blocks (on steer axles) cut springs, heated springs, loose fitting "coil over" cups. if the wheels are visibly out of line, it wont pass.
you dont have to have a muffler to pass inspection, as long as it retains all factory emissions control devices and exits to the rear of the passenger compartment with no leaks. the rear axle is considered the dividing line on most passenger vehicles, as long as it exits to the outside of the body after the rear wheels, its legal (mostly) vehicles with sidepipes stock are exempt (viper, Saleen, and corvette are the only three that are listed.)
