if EVERYTHING is rusted under your car that bad to be replaced. id pull your carpet and check your floors and trunk pans rockers. chances are theyve got some rot too.

They don't. It's just pretty much everything used to hold the wheels in place. I mean my car is still in one piece but I just hate looking at it when I take the wheels off. It looks like if you flicked it it'd crumble lol.
