question about painting sideskirts

so i was told that i got silicone on my sideskirts from tire shine and it seeped in so paint wont stick. is there any way to get it out or off so theyll be able to get painted?

i was thinking maybe aircraft stripper and fine sandpaper but the whole thing about it soaking into the sideskirt kinda made me wonder.

aircraft stipper on plastic. No, just used alcohol wipes, turn that plastic white.
