has anyone seen a 01 or 02 civic white lowered, jdm headlights,black rims with a white lip and white center and has red flame graphics

I've seen it parked over at the 7-11 in front of Bethel Manor.

I'm not really a huge fan of the flames on the side but at least they weren't amazingly overdone. If you like them on there, stick with it. It looked clean though, not bad at all. You the one I see all the time on base or is there another white civic on there that looks very similar?
