vtec pressure switch, seliniod whatever you want to call it. green sensor on the vtec silenoid housing. Make sure its hooked up and ran to the ecu correctly.

everything is the way is supposed to be it starterd acting up when i converted my car to obd 1.

im crossing vtec at 6000 rpms and acts like its tacking out at 6800 rpms sometimes at 7200

Are you sure its crossing over, if it doesn't the low cam will break up about where you said it feels llike its tached out at.

First off who ran the vtec wiring for the car?
Are you sure the solenoid is in good working condition,ie is there junk in the filter of it?
Is the vtec wiring ran into the jumper harness or into the ecu,seeing how ef's never had wiring for vtec and it was never option execpt for the obd0 pr3 then you will have to run it straight to the ecu and not to the jumper harness.

Use this for vtec wiring. AGAIN youll have to run the wiring straight to the ECU.
