Tire recommendations...
i dont know if you can get them down cheap enough but my nitto 450's are damn good tires all the way around traction on wet dirt and dry surfaces handles good and they are quiet
That's odd.. had them on two cars and they did well for a DD tire as long as they weren't worn down to nothing...
Tires are like anything else in life, you get what you pay for. Everything on your list is garbage. You can pay $280 for a set now and another $280 in 9 months or you could pay less for one good set and ride on them for a couple years.
If they are not for anything but driving around town and occasional spirited driving, then just get some all seasonal tires.

10k mi is normal on mine, I don't drive like a grandmother, nor do I drive like a ricer. I have a fun balance, and I get alignments fairly regularly... every 90 days or so.
