after painting with the wrinkle paint put it by a heater or in the sun etc..
the heat helps it wrinkle.
i also like to use the testors paint markers. for going over the letters on a valve cover. adds a nice change instead of the brushed look.

You dont need the heat source, just put the cover somewhere where it will dry without anything landing on it or sticking to it. Ie, dirt, etc.
